Timothy Tuccelli, Chairman
President, CitiHope International Dominicana
Executive Director, CitiHope Latin America & Caribbean
Tim Tuccelli brings over 25 years of business leadership experience to the humanitarian relief and development sector through CitiHope International and the Sanar una Nación alliance.
In the business sector he was a guiding force in the hospitality industry; building brands and guiding top-tiered companies of several Caribbean destinations, including Mexico, Aruba and the Dominican Republic and was instrumental in producing over $500 million in resort development. As a humanitarian and since the advent of the Haitian earthquake in 2010 Mr. Tuccelli is now focused on developing strategies and programs that ensure sustainability and multiply benefits for human development of the most vulnerable populations of Latin America.
With his hands-on business leadership and innovative strategies, Mr. Tuccelli takes an active role in all aspects of program development, operations, funding activities; including strategic vision and elevating innovative concepts into tangible result-producing developments.
Mr. Tuccelli is founder and trustor of the Sanar una Nación (Heal a Nation) platform with prominent Dominican corporate partners, as a banner to unite sustainable corporations, government agencies and credible local NGOs to serve the most vulnerable populations of this developing nation. This very successful public private partnership, launched in the Dominican Republic, is spearheaded by CitiHope’s proven capacity to deliver need’s-based humanitarian aid. In just 10 years this program has delivered over US$300 million serving over 5 million in critically needed medicines, medical supplies, equipment, and lifesaving nutrition to the needy of the Dominican Republic. Since 2015, these programs include country-wide evaluation, distribution and monitoring of seven USAID IFRP grants for a variety of health programs treating maternal, pediatric, geriatric patients, and educational/development needs. In addition, during 2020 and 2021, in response to the COVID-19 pandemic, the Sanar una Nación corporate health alliance purchased over US$12 million of critically needed diagnostic equipment, PCR and antibody testing reagents, PPE and COVID-19 vaccines to contribute to the burdened Dominican Cabinet of Health and affiliated health organizations working on the front lines against COVI-19.
Born of medical missionary parents and raised in Papua New Guinea, Mr. Tuccelli is married has two daughters, one son and a grand daughter. Mr. Tuccelli is a skilled facilitator, a dynamic public speaker and is fluent in English, Neomelanesian and Spanish.
Dr. Thomas Smock, Vice Chairman
Dr. Smock formerly served as treasurer of CitiHope, and in 2018 was elected to his current role of Vice Chairman. He worked in public education for over 25 years, teaching a generation of students numerous science-related courses.
His involvement with CitiHope stems from an in-class project undertaken by students interested in the aftermath of the Chernobyl disaster. He has served on numerous short-term missions with CitiHope in Belarus, and has coordinated several local emergency responses in partnership with CitiHope relief efforts.
Paul Moore II, President & CEO
Paul has served as CitiHope’s President and CEO since 2015. From 1996-2015, he served as Corporate Vice President and Chief Operating Officer and prior to that he was Operations Director and Warehouse/Logistics Coordinator.
Paul has personally led over 150 relief missions, accompanying and supervising CitiHope deliveries around the world. In addition to his supervisory role, he works closely with public and private sponsors fulfilling program commitments and developing new programs and outreaches. A dynamic public speaker and master storyteller, he is a much sought after speaker, teacher and master of ceremonies. Paul is married to CitiHope CFO, Jessica Moore, and they have four children.
Dr. Andre Muelenaer, Chief Medical Officer
Dr. Muelenaer serves as CitiHope’s Chief Medical Officer, and remains active in a medical career that now spans over 40 years, including 27 years of active duty in the Army Medical Corps. He is board certified in pediatrics and pediatric pulmonology, and has held leadership positions at Duke University, Carilion Clinic Children’s Hospital, Carilion Biomedical Institute, and the Pediatric Medical Device Institute.
Dr. Muelenaer has served as chairman of CHI’s Medical Advisory Committee since 2006, traveling to Kyrgyzstan, Zimbabwe, Morocco, Ghana, Malawi, Kenya, and Dominican Republic performing needs assessments, teaching, and serving as medical liaison for multi-disciplinary professional humanitarian and medical relief teams.
Eunice Villanueva Vázquez,
Director, Operations & Administration for
CitiHope International Dominicana, Latin America & Caribbean
Ms. Eunice Villanueva was born in Acapulco, Mexico where she studied her first years of basic education. She studied tourism business administration and marketing at the Universidad Catolica Madre y Maestra in the Dominican Republic, finishing her language and graphic design studies in Florence, Italy. Spanish is her native language and she is fluent in English and Italian. She has completed several diplomas in management, operations, administration and leadership.
Ms. Villanueva has worked in management and administration of tourism projects, hotel public relations, directing operations of call centers before beginning her career in humanitarian assistance.
During the response to the 2010 earthquake in Haiti, Ms. Villanueva joined CitiHope International Dominicana. Ms. Villanueva, directs all aspects of operations and administration for CitiHope LATAM and the operations of the corporate driven alliance, Sanar una Nación, whom together have delivered critically needed medicines, medical supplies, equipment, and lifesaving nutrition to vulnerable populations of the Dominican Republic, over the last decade, amounting to over US$300 million in value and benefiting over 5 million persons through a variety of health programs treating maternal, pediatric, geriatric and general patients, and for educational/development programs. Ms. Villanueva has overseen country-wide evaluation, distribution and monitoring of seven USAID IFRP grants. In addition, in response to the COVID-19 pandemic, CitiHope’s Sanar una Nación corporate health alliance purchased over US$12 million of critically needed diagnostic equipment, PCR and antibody testing reagents, PPE and COVID-19 vaccines to contribute to the burdened Dominican health system and affiliated health organizations working on the front lines against COVID-19.
Her focus is on the management of humanitarian aid, operations, administration and distribution of resources, leading training workshops for health and nutrition programs, and M&E reporting.
Rev. Paul Moore Sr., Chair Emeritus
Rev. Moore is the Chairman of the Board of CitiHope International, which he founded in 1990 following a mission trip to Belarus, where he encountered children dying from exposure to radioactive fallout from the Chernobyl nuclear reactor explosion. He served as CitiHope’s President and CEO from 1990-2013.
Rev. Moore has spent more than 50 years in Christian compassionate ministry in New York City, across America, and around the world. He is the founder of the Maranatha Christian Center in New Milford, NJ; the Lamb’s Center, Manhattan Church of the Nazarene in Times Square, NY; Here’s Life Inner City, the urban ministry outreach of Campus Crusade for Christ, CitiHope Radio Ministry, CitiHope International, Resurrection Church NYC and Plantacion Eden.
